The view from the top of the fire escape; 38 floors down to the ground!

If I am sat on the balcony of an evening, through a nearby window I invariably see a Chinese gentleman walking briskly up the fire escape stairs – and then some time later see him again, and again.  It would appear that he climbs to the top and then takes the escalator down to the ground before repeating several times.
